The Protocol of General Assembly 1999 26.07.1999, Beijing, China The President Tommy Maltell declared the General Assembly opened. Tommy Maltell was appointed to be the chairman of the meeting. Peter Jonsson was elected for the secretary of the meeting. Elections of three persons for the signing of the protocol: Na Wei, Hiroyuki Tatsutomi & Igor Sinyov. Three scrutineers: Anders Henningsson, Norio Nishizono and Ants Soosõrv. The following persons had the right to vote: Other people present at the meeting: Decision. Number of participants in the A-tournament: Chinese Taipei was adopted as a member of the RIF. Uzbekistan was adopted as a member of the RIF. The statutes from the new member federations must be sent to the President as soon as possible, but not later than January 1 2000. Decision. Members with the right to take part with three players in the QT: Armenia, Azerbaijan, Byelorussia, China, Chinese Taipei, Russia, Sweden and Ukraine. Because Latvia did not use their right to have one player in AT, they can also take part with three players in QT. Members with the right to take part with one player in the QT: Estonia Russia will take part with two personal places (PP) from the WC 1997. If the number of players in the QT should be odd, China has the right to have one extra player, in order to make the number even. Decisions: Hiroyuki Tatsutomi was appointed as the Referee Assistant during the WC. He should aid the Chief Referee . However, all decisions are to be made by the Chief Referee. A Referee Jury was established. The members are: Artis Gaujens, Peter Jonsson, Hideki Nara, Alexander Nosovsky and Peng Jian Guo. The Referee Jury can not change decisions made by the referees if not the decisions contradict with the RIF official Renju rules. Complains must be given in written form to Hiroyuki Tatsutomi the same day. The complain fee is 100 yuan. If the decision of the Jury is in favour of the player he will get back all the money. If the decision of the Jury is not in favour of the player, he gets back 50 yuan. Should the case be that the complain is unreasonable no money will be returned. For a valid decision of the Jury at least three members of the Jury have to be present. c) During the QT Peter Jonsson, Norio Nishizono and Ants Soosõrv will act as additional Referee Assistants. Decision: Na Wei apologized for not having the possibility to offer free lodging for all participants. However, for the following members, the following number of people (who are participating in the WC) will have free lodging: Decision: Number of participants in WT. If the number of participants in WT should be odd, China has the right to participate with an extra player, in order to make the number of participants even. Decision: The number of rounds in the BT and WT should be reduced to nine. Round 1 will start on July 31 , 9 AM. Decision: Additional rules for the WC 1999. The time limits for the different tournaments. QT, 100 min/30 moves (59 and 60 are control moves). After that 10 min/10 moves. For AT, WT and BT 120 min (no control moves) and after that 30 min/30 moves. If a player is late for more than 30 minutes, he will lose the game. (If the player does not have a very good reason.) It is not allowed to move a stone around the board while making a move. If you touch an intersection by the stone, you have to make your move on the intersection. If the stone by accident is dropped on the board, the player who dropped it may take it up again and put this stone where he intended to place it. If you move a stone around the board (according to point c) you are breaking the rules and the referee should be called upon. If you by accident drop a stone, you will have a warning. If you get two warnings, the referee will state that you are breaking the rules. If you by purpose make disorder to the stones on the board, you will lose. Except for children below the age of nine, both players must record the moves. If one player has less than five minutes left before a control move, he is not required to record the moves. The player may ask the referee for assistance of recording the game. For AT: After the final round the players scores will be compared. If they are the same, the defeated counterparts scores plus half of the draw scores will be compares (Berger Coefficient). If it is still the same, the standings will be decided by the internal game between the players concerned. If it is still the same, a Blitz game will be added ( but only for places 1-3 and 7). The time limit for the first Blitz game is 20 minutes for each player. In case of a draw, the time limit for the second game is 10 minutes. In case of a draw, the time limit will be 5 minutes. In case of a draw the 5 min game will be repeated until the winner comes out. For BT, QT and WT. (Tie-breaking rules) Points Flash photographing is allowed only during the first 30 minutes. Exceptions can be made for the newspapers, TV etc by Chief Referees decision. (Only for AT, WT and QT). All tournaments are public, but the referee can ask people to leave the tournament room if they disturb the order. After finishing the game, players are not allowed to analyse the game in the tournament room. No smoking is allowed in the tournament area. The pairing in the Swiss System used. first the pairing is decided, then the colour. The pairing of the first round will be carried out according to the RIF rating . For players without rating, their numbers will be decided by lot. If two players who have different tentative number of Black games before meeting, the player who has less Black games is the tentative Black player. If two players have the same number of tentative Black games before meeting, the player who has the smallest playing number is tentative Black in rounds with odd numbers and the player who has the biggest playing number is tentative Black in the rounds with even numbers. If Armenia shows up with only one player, the QT goes on with an odd number of players. The President declared the first part of the General Assembly to be closed. The second part will be held on August 4 1999. The work of the Central Committee for the two last years was approved. 8. a) The budget for the next two years was approved. b) The member fees for the two next years was decided. Founder Members: 200 USD Others: 50 USD. c) Each old member gets the time to January 1 2000 to pay all old member fees that are not paid. d) From January 1 2000 the following rules will be used very strict: To be regarded as a member the member fees should usually be paid within two months from the beginning of the period and at the latest in the middle of the period. For example the member fee for 990701- 000630 should be paid at the latest on December 31, 1999 and the member fee for 000701- 010630 should be paid before August 31 2000 and at the latest on December 31 2000. e) If the member fee is not paid before the latest day the old member is not regarded as a member but the old member will be a member again exactly the day the old member will pay the fee before the end of the period. f) If the old member tries to pay after a period which it has not paid for the old member has to apply again to be the member and this time the old member will only be adopted as a member when all old member fees are paid together with the new member fee in advance. All old member fees before July 1 1998 should not be counted. g)An old member with an existing organization may be adopted as a connection country. h) A person with very big interest to support Renju in his country may be adopted as a connection man. 9. Decisions: a) The number of players in AT 2001 should be 12. b) To be added to #13 in the protocol from the GA 1997: These 20 places are personal places. c) The organizing member has the right to a place in AT if it not has a national place or personal place from the previous WC. d) If a member use the right to have one free player in AT the number of players from QT should be four. 11. The President read the reports from the commissions. 12. Decision: The Central Committee can replace members in the committees if they resign from the work or they if not fulfill their duties. a) As a test for the coming two years the commissions have the right to make own decisions. In all commissions the three founder members have at least one place each. When making a decision in a commission the founder members have the right of veto. 13. b)Elections of chairmen and members of the Committees. THE CORRESPONDENCE COMMISSION The commission should investigate and decide which server that should be used for the next email WC. THE SPORTS COMMISSION THE REFEREE COMMISSION The commission will make a suggestion for additonal rules for international tournaments (with practical examples). Anders Henningsson will initiate this task. THE YOUTH COMMISSION THE RULES COMMISSION The commission will make a suggestion for grammatical changes in the present rules. THE QUALIFICATION COMMISION THE TRANSLATION COMMISSION The Commission should within a year translate the book "Click of stones" THE EUROPEAN COMMISSION THE ASIAN COMMISSION 14. Decision: Every Chairman of a RIF Commission have to send a report to the President about the commission activity before May 10 every second year (2001, 2003). 15. Decision: RIF will organize the following tournaments: Team World Championship in Tallinn, Estonia in May 2000. Russia and Estonia have the right to take part with two teams each. Youth World Championship in Arjeplog, Sweden in July 2000. Additionally it will be a open tournament (rated). About European Championship. The Central Committee will decide it later. The two candidates are Ukraine and England. Youth European Championship in Ukraine 2001. A "test tournament" in Ukraine in December 1999. Sports Commission makes a suggestion for suitable dates and the Central Committee decides. World Championship in Japan August 2001. INFORMATION: Candidates for YWC 2002, Russia and WC 2003, Chinese Taipei. 16. Decision about the Woman World Championship. The Champion has a personal place 2001. Every member can take part with maximum five players. Other nations maximum one player. 17. Decision. The World Team Championship in Armenia 1998 is valid. Russia is still considered as World Champion. 18. The President declared the General Assembly to be closed.
