Ukraine New Year Open
Dec. 28 in Zholtye Vody started New Year Open. Tournament is test tournament
for European Championship 2000. Unfortunately I am the only player from
abroad.
16 players were divided into four groups and 2 best from each group went
to final, were we play in Round Robin.
In final are:
1. Poddubny
2. Razumovsky
3. Drozd
4 Umantsev
5. Nalivka
6. Nazarov
7. Jaroshenko
8. Soosyrv
Tournament conditions are well, so
I suggest to have next European Championship here, in Zholtye Vody.
Probably we just need to change time form December to October or November.
For Estonians best time is the end of October.

3 best players got right to play in Baltic High League
Estonian Cup ended. In second semifinal Soosyrv won Kolk 3-1
Final between Margus Tuvikene and Ants Soosyrv was hard, but Ants won
3½ - ½. The First game Margus put D3, Ants choose white and
got little advantage, but Margus played well and game ended draw.
Second game was keygame. Ants put D8, but Margus left to D6(!).
Ants choose bad plan and couldnt win. Then came Margus' girlfriend
Eve Harju and Margus lost attention...
The third game was quick, Margus put I8, Ants choose black and won
easily.
In the forth game Ants put D3 and got advantage as black, but his attack
was
to direct and Margus had good position over the board.
But Ants played actively, Margus couldnt win and finally made big
mistake.

LAST RENJU NEWSLETTER FOR SEVERAL PLAYERS
For some subscribers this maybe is the last Renju Newsletter.
In several newsletters I have asked you to send me some reply to
my request for your presentation.
I am very glad to have you as a subscriber
and I very much want to spread renju news all
over the world. However, he number of subscribers
now are about 148 and it is sometimes difficult to send the letter to everybody.
Then I do not want to send to those who never are
reading the letter. I like other persons sometimes
have asked to be a subscriber on a newsletters which is
seldom or never read. Therefore now it is your last chance.
I also receive now and then letters regarding some players
that the letters cannot reach the address because of different
reasons and maybe the reason is that the player no longer has
the e-mail address to which I am sending Renju Newsletters.
These subscriber-addresses I sometimes have to remove from the list.
From the players mentioned below I have not recognized any answer
at all. Maybe you have sent me a reply and your letter never reached.
Please, send it again. If you are one of the persons mentioned below and
if you want to go on as a subscriber, please, give me some reply.

I know that you want to go on as a subscriber and so that I know that you

The name of RENJU has a beautiful sound. It is said that the origin
of Renju was born in the middle of 18th century in Kyoto, Japan. But
this game had various names at that time, for example "Kakugo",
"Gomoku-narabe", "Itsutsu-ishi" and so on. So Goraku Takayama, who
was the first permanent Japanese Meijin, named this game "Renju" and
made information on Yorozu-Chouhou news paper 6 December 1899.

In Nov.27 was in Helsinki, Finland renju and gomoku tournaments
"Marraskuu 99" Tourneys were played in Italic system, so players
could meet several times. Actually Stefan came to Helsinki just
meet Irene, not to play, but Stefan's evil friend Ants(referee)
added him to participants list.

Comments to Nakamura-Meritee match
Dear Tommy
As nobody comments about Meritee-Nakamura match, I would like
to comment a littel bit. I was there when game was finished at final
day. So I tell you what they said.
Question:"What impression did you have through the match?"
Answer:
Meritee:"It was the most difficult games of my life."
Nakamura:"He was very strong. I must admire that he was the man
who won the WC. I felt his black was dangerous."
Question:"What was the key point of this match?"
Answer:
Meritee:"As I lost first game, I was very afraid the second game.
If I lost the second game, I would be more dangerous
situation.
So I felt great relief when I won the second game."
Nakamura:"It made me great disadvantage to lose the second game because
of my mistake. Besides,I am very sorry his D3 tactics(9th
move
of 3rd and 6th game) was never beaten."
I agree their comments. I am sure the second game was key point of this
match.
After 4th game, both players seemed tired. I think 5th game would be
great
chance to win for Meritee, and 6th game would be great chance to win for
Nakamura. Anyway, all games showed us the most intelligent. They made us
fascinated. The only regrettable thing was that we couldn't see
Nakamura's
black. We hope their match comes true again, but Nakamura doesn't say
anything
about next WC.

Dear Renju friends.
I went to Beijing China from Nov.19th to 23th, to teach Renju
and deepen the friendship between China and Japan. Japanese
lineup is as the following.

This match was Chinese 5 men VS. Japanese 5 men by RIF rule.
The time was 30 minutes + 5minutes 5 moves.
And Japanese team won with difficulty as the following.

Renjuplayers in the world - answers to personal questions

This is not enough. A lot of players have not made their duty to answer
my request in sent Fri, 10 Sep 1999 in Renju Newsletter No 71.
Subscribers have asked me several times to give more information
about players and clubs that they do not know about.
Only each player/subscriber can help me to make
this page with presentations interesting.
Therefore I ask you again to help me to reply to some easy questions.
I intend to publish the anwers on the above mentioned URL-address.
Everybody that I have talked with thinks that to make such a
presentation page is a very good idea but at the same time they say
that they have not done it yet and the reason is not that they have
not had time.
It is very frustrating just only to ask again and a few
of you will send the answer and most of you will do nothing.
Therefore to wake you up I think I have to use some kind of
action/reaction if you do not answer as you can read about below.
I think this is your very little duty as a subscriber of Renju Newsletter.
Everybody in the world should make his/her own contribution.
So, please, try to answer these questions before the 7th of December.
You do not need to make your presentation so formal. You do not
necessarily need to answer every question. You can write in your own way.
Usually you do not need to send your photo/image. RIF probably already has it.
Then tell me to use your photo which is already on the RIF site.
But if you know that your picture is not on the RIF site, I should be glad
if you could send it.
But a photo is not necessary - it is only nice to be able to see it.
If you will send your presentation at the latest on the 7th of December
you do not need to answer the question below: "Why have you not sent
your presentation in time?" All other Renju Newsletter subscribers have to
answer this questions at the latest on the 7th of December.
If I hear nothing from you I have to take you away from the list of
subscribers till you will send your answer.
(The subscription fee is to send some answer.)
Why have you not sent your presentation in time? You can choose between 3 replies.
The reason why I have not sent my presentation is that:
1. Just I have so much to do in my life that I will never have 10
minutes left to write some words about myself. If anyone else wants
to answer my questions/make my biography, please, let them do it.
2. I am not playing renju very much and I am not interesting for
other players because I never play in national or international tournaments.
3. I have other reason not to send my presentation:.............

RIF Correspondence Commission discussed several questions concerning the
correspondence play and decided:
1.PbEM server will be the server of next correspondence renju World
Championship.
2.RIF Correspondence Commission will organize the special sub-commission
in order to work on the improvement of old possibilities, to investigate
new ones and may be to organize during next year test tournaments in the
RIF
tournament format (time and move controls etc).
3.The order of replacing of free places in RIF correspondence WCh: the
free place should be replaced by the player who got the place lower in
the
same tournaments (now for final in the case of rejection of player who
got
the right to play via semi-final this place will get number 2 (and so
on)
from the same semi-final, in the case of rejection of player who got the
right to play in the final because his succesful play in the previous
final
(places 1-6) this place will get number 7 (and so on) from the previous
final), and if there would be no more candidates, the free places will
get the players with the highest international rating.
Adopted by RIF Correspondence Commission proposal
"4.The participant of RIF tournament when applyed will inform about his
real name, country and will promiss not to use other userids for play in
the RIF tournaments and not to allow to use his own userid by other
players (one player - one userid, one userid - one player)"
got conditional (temporary) veto from Russian Renju Federation and so is
rejected now. The discussion concerning the rules which are limited the
participation of “fictive” players in RIF Correspondence tournaments is
continuing now in RIF Correspondence Commission.
Dear friends, please send your applications to Oleg Fedorkin
(fedorkin@libro.genebee.msu.su) till 30, December if you wanted to take
part in next year Renju World Championship via e-mail.
Application should contain the name of participant, country, registered
userid on PbEM which will be used for play in tournament.
RIF Correspondence Commission is going to discuss some changes in the
structure of RIF correspondence tournaments, and probably in the case
of quarter-finals adding the advantage will be got by players with
highest
international ratings and those players who got the places higher in
previous semi-finals – others will start from quarter-finals.

Yesterday 37th Meijinsen Final was held in Kyoto.
The result was draw. Nakamura was tentative black
and selected D8. Kawamura chose black and played
ordinary moves. Kawamura showed new move at 25.
However, Nakamura proteced black with the strongest
move. Nakamura had a little advantage in the middle
of the game. Nakamura attacked hard against black,
but black surely had the winnig position because
Nakamura ignored black move!!
Kawamura missed attacking because of lack of time,
and steadily protected white's attacks after that.
As a result Nakamura suggested draw at 99 move.

This was the sixth time Wettercupen was played. By tradition no player has
won it twice, but last year winner Rickard Johannesson had a good chance
because many strong players didn't show up this year.
Rickard reached the final and had a really good chance to become the first
player with two wins. However, his opponent Stefan Karlsson (finalist last
year) fought really well and in the end he won.
KFUM Renju, Jonkoping hopes for a bigger tournament next year. So,
remember
- October, 2000!

The name of RENJU has beautiful sound. It is said that the origin of
RENJU
was born in the middle of 18th century in Kyoto. But this game had various
names at that time, for example "KAKUGO", "GOMOKU-NARABE", "ITSUTSU-ISHI"
and so on. So Goraku Takayama, who was the first Meijin, named this game
"RENJU" and made information on Yorozu-Chouhou news paper 6 December
1899.
Now, we have the anniversary year of RENJU. So we make an arrangement of

People in Taiwan don't know much about Sever or Novgorod, we
don't even know which country this is. Can anyone briefly
introduce the country, the city, and the tournament, not
just the result? Thanks in advance.
I asked Olga Skuridina-Jonsson from Nizhny Novgorod and now
living in Joenkoping married to Peter Jonsson (General

and all other people who want to know more about Nizhny
Novgorod and the Championship of the "Sever" region!
Nizhny Novgorod is the third largest city in Russia after
Moscow and St.Petersburg. A river port situated at the
confluence of the Volga and Oka Rivers, the city is some 400
kilometers east of Moscow, easily accessible by
highway, train or air. It is the capital of the Nizhny
Novgorod oblast.

Novgorod is a big Russian city also but it is not the same
as Nizhny Novgorod. There are two different cities with
great history.
In the renju world Nizhny Novgorod is well known as a city
with very strong renju club. Some players from Nizhny
Novgorod club made quite good results in big international
tournaments for the last time:
Yelena Chizhkina took 4th place in the World Youth
Championship in 1998 in Beijing (youngest girls group);
Sergey Shevelyov took 2nd place in the World Youth
Championship in 1998 in Beijing (youngest boys group), 4th

(1999, Podyuga), 1st place in the Russian Youth Championship;
Olga Skuridina took 6th place in the World Women
Championship in Beijing;
Alexey Skuridin, the chairman of the Nizhny Novgorod renju
club, is the chairman of the RIF Referee Commission and the
RIF Youth Commission, he is one of the most well known
referee of renju tournaments (also international, like the
4th World Championship in Tallinn - Chief Referee, the 5th
World Championship in St-Petersbourg - Chief Referee, the
1th World Youth Championship in Nizhny Novgorod - Chief
Referee, all Europian Youth Championships - Chief Referee);
Vladislav Kareyev, the Champion of Nizhny Novgorod for the
presence, play only in Russian tournaments - he has no
financial possibility to travel - but that people who read
"Renju World" and "Renju Newsletters" can already notice
that he win or as minimum take very good place in different
renju competitions.
Nizhny Novgorod is well known also by some international and
open tournaments. The 1st World Youth Championship was held
in Nizhny Novgorod.
The following tournaments were held in Nizhny Novgorod many
times: the 1st League of the Russian Championship, the
Highest League of the Russian Championship (once), the
Russian Women Championship, the Russian Youth Championship,
the "Volga" tournament.
Since 1994 the Nizhny Novgorod renju club celebrate it's
Birthday by Nizhny Novgorod Open tournament. This tournament
is counted in the International Rating List. Every year it
take place in March (Friday-Sunday around 17th).
Any renju player may take part, we ask to send applications
for advance (for invitations for getting visa in time).

The "Sever" ("North") is one of the renju regions in Russia.
Geographically it is situated on the North of the European
part of the Russia. It include, for the presence, three
strong renju clubs: in Nizhny Novgorod, in Rybinsk,
in Podyuga and some not so strong clubs in other cities,
towns, villages and not organized single players.
The Championship of the "Sever" region in same time is a
qualification tournament for the 1st League of the Russian
Championship.

The Agenda of The RIF General Assembly 1999.

Agenda of the RIF General Assembly 1999 during the WC in
Beijing China. The General Assembly will be held
in two parts.
The first part will take place on Monday 26th of July 9.00 a.m. (In the morning).
The time for the 2nd part of General Assembly will be 4th of August but the exact time
will be decided on the 1st part.
Part 1
1. Opening of the General Assembly (and election of the
chairman of the assembly)
2. Election of the secretary of the assembly
3. Election of 3 persons to check the minutes and 3
scrutineers
4. Approval of this agenda and roll-call
5. The number of players in A-tournament and in
Qualification Tournament (QT).
5a.
Players in AT.
Paragraph #5e from the RIF Extra General Assembly in Riga on August
7, 1992:
"The organizing federation for the World Championship has
one free place in the A-tournament, if the federation does
not have any PP(Personal Places) or NP(National Places)."
My proposal is 13 players which means 7 players decided
from last WC, 1 player from China as organizer and 5
players decided from QT.
Swedish federation propose that we should also consider the alternative to arrange this WC
with 14 players which means 7 players decided from last WC, 1 player from China as organizer
and 6 players decided from QT.
5b. Member fee paid?
For having player in AT it is necessary that the member has paid the member fee. For QT it
is necessary for having 3 places that the RIF member has paid its member fee. Non-members
and members that have not paid the fee have 1 place in QT.
How this rule should be interpreted for the actual situation in WC in China must be decided
in this point.
6.Adopting of Chinese Taipei as a member of RIF with
member rights regarding number of participants in QT.
RIF Statues Chapter 2:
"2.1 Members of RIF are national renju federations which have principal authority in their
own countries and which have been
admitted to RIF as member-federation, if they acknowledge the RIF statutes and develop
activities not contrary to these
statutes.
A federation can only be regarded as a National Federation if it has been legally constituted. and recognized in a State which is
an entity of International Law or which is at least fully autonomous in the administration
of Culture and Sports."
Chinese Taipei is counted as having fully autonomous in the administration of Culture
and Sports in Olympic games organization. It is meant that the same conditions should be
for Chinese Taipei within RIF as in Olympic organization.
7. Approval of additional playing rules (Rules that are not in the RIF playing rules)
suggested by Chinese organization for WC 1999.
8. Approval of agenda for other acitivites during the WC-days 1999.
(Suggestion for 2 short agendas was sent in Renju Newsletter No 50)
9. Decision which players with bad economic situation that will get free lodging in China.
10.Other questions that may come up and that I have no knowledge about now.

10. The number of players in A-tournament in WC in Japan
2001. We also have to decide wheather the rule in paragraph
#5e from the RIF Extra General Assembly in Riga on August
7, 1992:
"The organizing federation for the World Championship has
one free place in the A-tournament, if the federation does
not have any PP(Personal Places) or NP(National Places)."
shall be left or not for future WC (2001 maybe is not so
interesting but we do not know about 2003). Personally I
think that of many reasons it is of great importance for
organizing country to have this right left. If we decide to
keep this rule we also have to decide if it should mean
that one more players then should take place in A-
tournament or if it will be one place less in QT.
In this point it could also be decided once again which
will be the rules for places in WC 2001 to avoid future
misunderstandings.
11. Reports from all RIF Commissions.
Should the commissions remain as they work today?
The following commissions have worked within RIF for two years.
a) THE RULES COMMISSION. It should work with the playing rules and
also investigate possibilities for new rules.

making the RIF rules better regarding grammatics.

of international tournaments and also recommend which of the
tournaments who should be counted in the rating list.

In earlier Renju Newsletters I have informed you about Mind Sports Olympiad. This
year a Renju
tournament is not included. I suggest that on GA RIF will decide to act so that it
will be a renju tournament
next year and that a new commission will take care of the preparations.

But for next year I would like to start the planning as soon as poossible if we
can have some help. This year
we have a 100,000 prize fund and next year we expect to have at least that muvch
and maybe more. If you
can help us to get a lot of Renju/Gomoku players we will offer very nice prizes.
If there is some important
tournament in your calendar for which you want a host (e.g. European Championship)
we would be interested.

Dear members of the RIF referee commission,
There was one meeting of the commission (in 1997, during WC) only. Another time I’m afraid the RIF referee commission did not work at all. In all probability it was my fault.
During the meeting same changes of the International rules of renju were discussed.
So I suggest to adopt them in the GA.
I. The point 4.4. should be added into paragraph 4. (The Way to Play):
«A double-three, a double-four and an overline are prohibited for black, if five in
a row is not attaining at the same time. There are no any prohibited moves for white».
The following sentence should be added into paragraph 8 (Wrong Position):
«If player have made prohibited move, his opponent have to claim about this trouble.
The position must be reconstructed (with referee control) as it was before, and the
game will continue».
Paragraph 9 (Win of Game) became following:
9. . The winner of the game is a player who have first attained five in a row.
For White overline is also counted as a win.
9. . The game is won for the player, who’s opponent gives up the game.
9. . The game is won for the player, who’s opponent time is expired
(the stipulated number of moves is not made within the stipulated time).
The work of establishing the rank of referee’s categories and ordering of awarding
referee’s categories will be made by new referee commission.
Two years ago nobody from China and Sweden were elected as member of the RIF referee
commission. I suggest to elect representatives from China and Sweden as member of the RIF referee commission.

Unfortunately we have had no much contacts in our commission during the past years.
But everybody must realise that children are future of our game, so the
Youth Commission is one of the important RIF Commission.
The two European Youth championships and one the World Youth championship were
held during this two years. All this tournaments were held with good organization
level. But it were merit of same persons (Ants Soosyrv, Na Wei, Irina Metrevely),
who were chief organizers, not all commission. I’d like to mention one pity thing.
The representation of same countries in Youth competitions leaves much to be desire.
So the both European Youth championships look like Russian open ones.
As far personalities concerned I believe everybody work hard in their own countries.
So I suggest to reelect everybody ones again. I also suggest to elect Irina Metrevely
as member of the RIF Youth Commission. She works hard with children in her own city,
many her pupils have won Russian, European and World Youth championships, local authority
support the Podjuga renju club financially and organizely (so I’m sure there will be many
Youth competitions in Podjuga in future).
In future We (the RIF Youth Commission) ought not to organize Youth competitions only,
but work out and publish same programs and materials which help coaches in their work,
the programs and materials which attract new people (children especially) to play renju.
I think it must be the main task of the Commission.

actual problems in these fields.

a) THE RULES COMMISSION.

Unfortunately, I don't know anything about the consolidated work of this
commission. I had not contacts with our chairman Mr. Reims. Personally
during last two years I continued to discuss the Renju rules problems
with other Russian players and also by mail with some Japanese players
(including RIF commission members Mr. Hasegawa and Mr. Kawamura). Also
during Russian First League I have organized Renju players opinion poll
about quality of current opening rules and some possible variations of
its changing. Here I give my analyse of these polls and discussions.
The main conclusion is that of course during some next years current
opening rules must be kept. This conclusion is based on very good
statistical data of current opening system and that the public opinion
is still unready for its changing.
Call the advantages of the current opening system. The main aim of
all rules changing process - "an equality of chances of the sides" -
is completely decided. All statistical parameters demonstrate
"an equality of chances". Now we have 2 openings with ideally equal
statistics and some other openings with quite acceptable one. The
percent of ties is rarely greater than 1/3, and usually it is
significantly smaller. During public opinion poll mentioned above
the majority of respondents estimated highly the quality of current
opening system by all parameters and voted against all proposed variants
of its changing (I included to the list all main suggestions known for
me). There exist also some other reasons that are not appeared usually
in the articles and public discussions because of a some shame. The
practice and history shows that the game to be a popular must be a little
foolish. In public discussions some authors declared that the ideal
situations is when the strongest player always beats more weak player.
But in sush situation average players to be beaten by extra player
can lose the interest and leave the game. With current opening system
an average player starting the game has a real chance to make a draw
against the extra player and if the extra player will risk and avoid
usual continuations then an average player can even win. Nevertheless
still the extra players decided this problem. For example, Nakamura and
Meritee take frequently 100% points in some tournaments. The quite
restricted set of usually playing variants is criticized sometimes.
But many players have breaks in the playing and also they have not time
for serious home analyses. The current opening situation allows them
to have good tournament results without serious home work. Indeed,
the number of new opening ideas is quite small and it is possible to
study its in the tournament hall and the hotel during some first rounds.
It is possible simply to keep some main equal continuations and if an
opponent tries to avoid its this can has problems for an opponent. Such
situations is unpleasant of course for some leading players and theorists
but it allows to keep in a Renju sphere many usual players. Nakamura and
Meritee need in some other players. Moreover, an average player want to be
seemed as a solid player who plays surely and solidly against the extra
player a long variant but not a foolish boy who lost after ten moves.
It is clear from mentioned above that the number of players who tend
to do some correction in the opening system is greater among the strongest
players but it is impossible to do this while we have not a complete
public opinion support. In this connection the great significance the
question of our future actions has. What next? It is wide agreed that
the main problem of the current opening system is a restricted set of
using continuations. The problem of "an equality of chanced" is decided.
But new big problem is the problem of a playing variety. Still the
situation is quite acceptable. We see that the new variants are appeared
sometimes. But the majority of the authors wrote that "the current rules
are sufficient for 4-5 years of the playing". But that we'll have after
these 4-5 years? Suppose that after these 4-5 years we'll understand that
this period is finished and it is necessary to change opening rules.
But the set of possible suggestions is very wide. It will be necessary
in a short time to find a common solution that satisfies all parties.
Here we have a risk to have a new split in Renju. Even if this solution
will be found the new rules can be psychologically unacceptable for
many (conservative) players. Suddently to play new positions without
any theory - this can be too many for them and they can leave Renju.
We must take into consideration that with every new years the number
of unexpected opening situations in real games will decrease and this
fact concentrates only the stress effect of suddent changing.
I see the only decision of this problem in development of consolidated
future opening rules for a very long time before the eventual rules
changing. The RIF must establish official "future opening rules"
with such an official status. This status don't mean that such rules
will be actually forced to a law in some moment. The rules under such
status can be changed if the tests show that it have lacks. Moreover,
it is impossible to decide new rules without its serious testing.
Sometimes I read in the articles that nobody can play using another
Renju rules than the official RIF rules. But before to adopt new opening
rules it is necessary to test its in a very big number of testing
tournaments. So this process must be supported by RIF and it must be
controlled by RIF. Official "future opening rules" must be agreed by all
(main) RIF members. Official "future opening rules" can be declared
as official RIF Renju rules at least after two years after last
changing of the "future opening rules". During these time the advantages
of "future opening rules" must be verified in a big number of testing
tournaments. The games with using of these rules must be published in
Renju editions. A big number of games and new variants with using of
the "future opening rules" must be contained in Renju databases. New
interesting variants must be analysed in the theoretical articles.
The main aim of all this process is that before the changing of opening
rules the "infrastructure" for new rules must be created. The Renju
public opinion must be ready for new rules. A usual Renju player must have
a long time to prepare quietly to play using new rules. A usual Renju
player must be sure that he'll have sufficient time for preparation and
adaptation and that the rules will not be changed suddently and somebody
who developed these rules will take a great advantage as a result of this.
The last changing of Renju opening rules in 1996 was a good step but it
was not good prepared (although this changing was a minimal with easy
predicted consequences). New changing of the opening rules must be
prepared a much more seriously.
In the next part of this text I analyse concrete suggestions of the
changing of opening rules. I note that these are not my personal suggestions
and I ask to don't consider the next as "Tarannikov's suggestions".
The all next ideas were proposed by another Renju players and here is
only my critical analyse of this.
The main discussion on the problem of opening rules changing is the
fight of supporters of "creative variety" and supporters of "classic
traditions" (although the second party has also other hidden reasons
mentioned above). The main subject of this discussion is canonical
openings. Mr. Nosovsky suggested even to define a Renju as a game with
the 26 canonical openings. The first party suggests to introduce very
revolutional openings. It is obviously that it is necessary to satisfy
the interests of the both parties. It is very interesting that we have
not contradiction here! Now in Renju we have a tradition that the
opening period continues five moves (a choice of the althernative after
5th move). So we can keep the canonical openings and realize "creative
variety" at 4th and 5th moves by means of possibility to change the sides
after 5th moves. It is very interesting that in the first Renju book in
English: Goro Sakata, Wataru Ikawa, "Five-in-a-row (Renju). For beginner
to advanced players". The Ishi Press, Inc., Tokyo, 1981, in the chapter
"Renju in the future" such idea is suggested. So we can say that
this way satisfies to Japanese traditions. I heard also that Hayakawa's
Group in Japan in the recent years developed something similar.
The next question is it necessary to restrict 4th and 5th moves or not.
Must we allow the 4th and 5th moves near the edge of the board or not?
I heard from many players that such moves don't like them and its seems
them a little strange and unnatural. So we must not disturb such players.
How it is possible to restrict these moves? The central square 5x5 is too
small for this aim and it don't cover all present theory (it is clear we
must keep all present theory). I think that the most reasonable idea is
THE RULE OF CONCENTRIC SQUARES. Namely,
the first move must be made to the center of the board
(inside of the central square 1x1),
the second move must be made inside of the central square 3x3,
the third move must be made inside of the central square 5x5,
the fourth move must be made inside of the central square 7x7,
and the fifth move must be made inside of the central square 9x9.
This is a nice systematic rule which generalize by natural way the classic
rule of the canonical openings. Moreover, four bold points at the classic
Renju board take a new mistic sense punctured the central square
9x9. I heard the THE RULE OF CONCENTRIC SQUARES from some persons, for
example, from Mr. Oleg Stepanov. It is interesting that in Stepanov's
database there are only 3 games that don't satisfy to the rule of
concentric squares. Moreover, these are not real games but Sakata's
analyses.
The remained problem is on the procedure how the moves from 1st till
5th must be made. There are some suggestions here.
Goro Sakata and Wataru Ikawa in the book mentioned above proposed the next
rules:
"a. Moves 1 through 3 are made according to the present rules. (White's
Option)
b. Moves 4 and 5 are made by Black.
c. White has the right to change sides after the 5th move is played. He
carefully examines whether the formation up to 5 looks good for him or for
his opponent. In the former case he continues to play White and in the latter
case he changes sides and plays Black.
d. The 6th and subsequent moves are free just as they are under the present
rules."
This system has the lack that Black must know equal pairs of 4th and
5th moves in all 26 openings. Moreover, White will propose the opening
mostly hard for the finding of an equal pair of 4th and 5th moves. Really
this is a similar situation that we had before 1996 when almost all
players preferred indirect openings.
Other suggestion is that Number One make all five moves, and Number Two
choose the color. Here the significant part of the players have an opinion
that the Number One can have a big advantage if he proposes a very sharp
variant prepared during the home analyses where the only moves of both
sides allows to keep an equilibrium. Indeed, suppose the two players of
the same playing strenght but Number One knows the main five moves position
of 11d as a modern player and proposes this position for the playing whereas
Number Two doesn't know about this position anything. Who is from these two
players will have an advantage? Other negative situation is when Number One
proposes well-known simple equal position and makes a draw easily.
So this system doesn't seem good too.
It seems the mostly harmonic the next system proposed by Nostradamus
(the anonymous author) in Moscow Almanakh (also the similar suggestions were
appeared before).
THE NOSTRADAMUS RULE:
after each move from 1st until 5th the opponent of the player who made the
last move could either make the next move or demand this from opponent.
An equivavalent formulation: it is possible to change the sides after each
move from 1st till 5th.
It seems that in cooperation with the rule of concentric squares
the Nostradamus rule gives a good result. The Number Two can force the
Number One to make all five moves but in this case obviously the Number
One proposes the position well-known for him. Also at the same moment
the Number Two can take an initiative to his own hands (using that the first
move is unique, and the number of variants of 2nd and 3rd are small).
But the Number One can take an initiative again. This procedure promises
an interesting opening fight where the interests of different playing
temperaments will be satisfied.
Because of bad work of RIF rules commission it is technically
impossible to introduce official "future opening rules" status and
accept some concrete opening system as such "future opening rules"
at the following RIF General Assembly. But the RIF General Assembly can
task the RIF rules commission to do this work for 2000 RIF General
Assembly.

The complete annual report of this commission was given by its chairman
Mr. Fedorkin. Here I give my argumentation on the discussed problems.
Mr. Fedorkin suggests some reforms of e-mail World Championships
organization. The main reason for such reform by opinion of Mr. Fedorkin
is the significant growing of the number of participants. Mr. Fedorkin
approximates surely this process. Of course, the statistical values
demonstrate really that in the current semifinals the number of started
participants increased significantly (in the previous semifinals this
increasing was a minimal) but at the same time I don't sure that the
number of finished participants will grow at all! It seems that the
number of the players who doesn't finish in these semifinals is near a
half of total number of participants! Such large number of forfeits is
absolutely unacceptable and it can distorts the natural results of
the tournaments. I don't think that we must support such "growing".
I don't consider the fight in the semifinals in all details. So the
analyse of these phenomena must be made. Maybe some players could not
decide their technical problems. It seems that it took place a large
number of "fictive" players who was declared in the tournament to
support a favourite (in report I saw the term "black userids" but
these words could be considered as a rasism and can not be allowed
in official documents). When the favourite lost the chances to win
a first place these "fictive" players left the tournament. Because
the participants don't pay fees it is not a problem to declare 12
"fictive" players (3 to each pool) and guarantee a solid support.
From this point of view the introduction of a quaterfinal stage could
a little simplify situation. From pool to the next stage two players
instead of one will qualify. To support the system of "fictive"
players in the semifinals is not a simple problem and it is a hero who
can do this. So I think the introduction of a quaterfinal stage is a good
step.
But after introduction of a quaterfinal stage to predict a growing
of the number of participants is very doubt conclusion. Some players
will decide probably that two years way to the final is too long, the
number of "fictive" players will decrease significantly. Moreover,
I want to recall that in the first World e-mail Championship it was a
rule that a player who left the tournament can not play at the next
year. I did not hear that this rule was cancelled although it did not
work (some players forfeit all games every year but nevertheless play
every year too). But I think that the situation forces us to use this
rule. In this connection the concrete parameters suggested by
Mr. Fedorkin seem absolutely unreal. Mr Fedorkin proposed 12 players
in the final and 36 players in the semifinals. In this situation it
is quite probable that we shall not complete even one quaterfinal
group! Suppose we declare the creation of the quaterfinals but can not
find the participants for them and as a result all desired players again
play in the semifinals (only some players didn't give an application
because they didn't want to play in the quaterfinals). It will be a full
discreditation of the idea. It seems natural that the distribution of
the participants over the stages must be similar a pyramid. Something
like 10-20-30 (these are quite real parameters). Moreover here we
keep 10 players in a pool whereas Mr. Fedorkin wrote that now the
participants of the semifinals play in the pools of 12 - too hard -
and ... suggested to establish 12 players in all pools! Three last
finals demonstrate that 10 players in the final is a very harmonic
number. In all these three finals the champion was determined by
absolute correctly. It seems that 22 games will be too many, and in
the one-round final the champion could be determined not quite
correctly. Why we must change something here without
serious reasons? Some players want to extend a format of the final
because it is hard for them to qualify for the final now. But THIS IS
NOT A PROBLEM OF THE FINAL! We can establish 30 players in the
final and play it using the Silly system but I don't think that this is
a good way. Whereas 30 players in the final plus semifinal pools is
a very reasonable decision now. Analysing present semifinal pools we
can see near 20 really strong players here and to organize the semifinal
stage for them without random players is a right decision I think.
If we shall see that the number of participants even using three-steps
system is significantly greater than 60 then we must extend a format
of course. But to say "the decision depends on the number of applicants"
is not a good way. Suppose we decided that in the case of a "small" number
of applicants 2-5 places in the previous semifinal pools play in new
semifinals but in the case of a "large" number of applicants 2-9 places
in the previous semifinal pools play in new semifinals. What the
participant who was the sixth will do? Of course he organizes 20 fictive
applications.
About Cups for Winners problem. Mr. Reims played an important role
in the organization of these tournaments at its initial stage. So I
think it is fair that he have received his Cup. Now I think it is not
reasonable to demand money from RIF for these Cups. I think that it is
sufficiently a virtual fame for the virtual winners. By the way I played
in some other tournaments (in other games) at PBeM server and I can say
that Renju tournament is the only tournament at the server where the
participants are mentioned also under there real names. In all other
games the panticapants are mentioned in the tables and other materials
at all sites only as userids. Maybe we had and have some strange and
conflict situations because of we want to add by virtual way something
to our earth fame?
MY PERSONAL VOTING:
Should we play RIF Renju e-mail tournaments with two or
only one game between the participants? TWO
The number of WCH via e-mail participants will increase
in final in 2001 (final of 6th WCh via e-mail) from 10 now. NO
win.
Could we reward the winners of WCh via e-mail by Cup? ONLY MR. REIMS
MY QUESTION FOR THE VOTING:
Must we forbid to participate in the next year e-mail tournament
according to the previous decision to the players who had forfeits
in the significant number of the games in the current tournaments?
How we must determine this number (absolute value, proportion or
something else?)

The first part of General Assembly will take place
on Sunday 25th of July 18.00 (06.00 p.m.)
I need to know which will be the representatives from
different countries on the General Assembly
both part 1 and part 2 which will take place during the main tournament.
Therefore I ask all chairmans/presidents or international connection
men to inform me which will be the representative and if there will
be no representative for example during the first part of the General Assembly
you must inform me about this fact.
Also other persons of course can inform me if they know the fact that I want to receive.
I need your info at the latest on Monday 20h of July 16.00 (04.00 p.m.) Swedish time.
I will be away for some days and I will answer evental letters in
the evening of Monday 20th of July.
Maybe I will change the agenda a little if there will be few
representatives on the 1st part. However, the following point have to
be decided on the first part.
1. The number of players in A-tournament and in
Qualification Tournament (QT).
My proposal is 13 players which means 7 players decided
from last WC, 1 player from China as organizer and 5
players decided from QT.
Swedish federation propose that we should also consider the
alternative to arrange this WC with 14 players which means 7 players
decided from last WC, 1 player from China as organizer and 6 players decided from QT.
2. Chinese Taipei players rights to participate in QT.
3. Decision about addition playing rules for the tournaments.
4. Decision about other activites during WC in China.
