The right to organize the 3rd Youth EC was given to Ukraine by RIF. Unfortunately at one moment it became clear that there will be overwhelming organizational problems and Ukraine relinquished. Therefore the tournament was again held in Estonia (also the first Youth EC took place here in 1997), but this time instead of Karepa in Tallinn....
